DEWA move out and final bill
Pay any earlier bills, submit the request online with your date and refund route, then pay the final bill when it arrives. Fees are AED 145 or AED 320, depending on meter size. The deposit is set against the bill.
From DEWA's move-out, move-in and refund pages, checked November 2026. The deposit you paid may differ from today's figure, so check your own account. DEWA move-out guide DEWA move-in guide DEWA refund service
The steps
Pay every earlier bill
The move-out request cannot go in until previous DEWA bills are paid in full. DEWA move-out guide
Log in, or find your two numbers
Log in with a DEWA user ID or UAE PASS. Without a login you need your contract account number and 9-digit premise number, and a verification code goes to the email or mobile registered with DEWA. If those details are out of date, fix them first. DEWA move-out guide
Choose the date and time
Supply is deactivated and the final meter reading taken from this date. You can select a future date. DEWA move-out guide
Choose how the deposit comes back
IBAN, cheque, transfer to another active DEWA account, or apply later. For IBAN you attach bank proof, and the beneficiary name must be identical to the customer name registered with DEWA. Two different IBANs are not allowed in one request. DEWA move-out guide
Submit and keep the request number
You get it by SMS and email. DEWA move-out guide
Pay the final bill
It arrives by email and SMS within 24 working hours of your selected date and time, and it is due immediately. The deposit is set against it. You pay any shortfall or receive the balance. DEWA move-out guide
Get the clearance certificate
It follows automatically once the final bill is paid. DEWA move-out guide
What 24 working hours actually means
DEWA's timings are in working hours, and it defines those as Monday to Saturday, 7am to 8pm, excluding public holidays. That is 13 hours a day, so 24 working hours is a little under two working days. Both the disconnection and the final bill run on this clock. DEWA move-out guide
In practice, do not book disconnection for the morning of your flight. Allow two working days for the final bill, more around a holiday, and keep your registered email and mobile working after you land so the bill and refund messages reach you.
Some older guides say the final bill comes 24 hours before disconnection. DEWA's current page says it comes within 24 working hours from the requested date and time.
Refund options

Who needs to do what
If your landlord cancels Ejari first. For a residential Ejari with a single premise number, DEWA says it will proactively tell the tenant to deactivate. In other cases you apply through Dubai Now or DEWA channels. DEWA move-out guide
Your landlord wants the final invoice. The Dubai Land Department tenancy guide says the final water and electricity invoice is presented with the settlement when a contract ends, and that a new tenant contract cannot be registered before that. So DEWA comes before you expect your settlement. DLD tenancy guide
Staying in Dubai and moving flat? DEWA has a separate transfer service, called Move-to. Check it before cancelling and applying again. DEWA move-to service

Before you leave the country
- Wait for the refund to land before closing the IBAN it is going to.
- Pay any shortfall on the final bill as soon as it arrives. It is due immediately.
- Save the clearance certificate as a PDF. You may need it for your landlord.
- Do the same for cooling. Empower runs its own final bill and refund: see the checklist.
A worked timeline
Say you hand back the keys on a Wednesday and fly on the Saturday. This is one sensible way to lay it out. It is a planning suggestion, not a DEWA rule.
- About a week before: settle earlier bills, check that your registered email and mobile work, and find your IBAN proof.
- Submit the request: choose the Wednesday, at a time after the last walk-through. You can select a future date.
- Wednesday: disconnection and the final reading fall within 24 working hours of that time, so plan for the flat to lose power and water.
- Thursday or Friday: the final bill should have arrived. Pay any shortfall, and save the clearance certificate.
- Before Saturday: send the invoice and certificate to your landlord for the settlement.
A public holiday stretches the window, because holidays do not count as working hours.
District cooling is separate
If your building runs on district cooling, DEWA is only half the job. Empower runs its own process. Its form names move-out as a request type, with final bill processing of 4 working days and an AED 10 charge. Empower final bill form
Refund options on the form are cash with the original deposit receipt, a cheque in 15 working days, or a transfer to another Empower account. Refunds go only to the actual customer, and the form says none are paid to a power of attorney. If you want that money back, sort it out before you leave. Empower final bill form
Gulf News lists Emirates ID, passport and Ejari as Empower's documents, with a landlord NOC only when ending a contract early. Empower has an NOC template, but its own page does not state that condition, so ask. Gulf News
Other providers run their own forms. This site only read Empower's terms at source, so check your bill for the name of your provider and ask them.
Questions
Can someone else do my DEWA move-out?
The online request runs on your login or on a code sent to your registered email or mobile, so keep those in your hands. DEWA's page, as read, does not spell out a rule on representatives, so ask DEWA if you need one to act for you.
What if the final bill is bigger than the deposit?
You pay the difference. The deposit is adjusted against the bill, and if the bill is smaller, the balance comes back by the route you chose. DEWA move-out guide
I am moving out in three weeks. Can I apply now?
The request lets you select a future date, with the final bill arriving within 24 working hours of that date. DEWA move-out guide
If the dates do not line up
A DEWA date fixed by one lease and keys promised by the next often leave a gap of a few weeks. Vachi Storage is listed first for that gap: one month minimum, no deposit, VAT-inclusive prices from AED 330, and free collection into storage from anywhere in Dubai. Its short-stay sizes are listed with the room each one fills. Return delivery costs AED 450 to 700. Other operators' terms are on the short term storage page.
